The opening of Macon-Bibb County’s new fire training facility began with a demonstration of its purpose. Warren Selby of Warren Associates joined fire and county leaders in rappelling down the academy building before a hose-uncoupling ceremony marked the opening on January 18, 2023.
Located at 5520 Tinker Drive, the facility gave the Fire Department a new setting for the preparation that happens long before an emergency call. It is part of Warren Associates’ public safety and municipal construction portfolio.

Shaped around the people using it
Before the facility was built, the fire chief, county manager and firefighters visited training centers elsewhere in the country to study what would meet their needs. That process connected the building’s purpose with the experience of the people who would use it.
For any specialized facility, that is a valuable place to start. Owners and design teams need to define the activities a building must support before individual features can be evaluated. A useful conversation begins with the users’ work: how people arrive, move between activities, manage equipment and prepare the space for its next session.
From construction to opening
Construction began in May 2022. A September topping-out ceremony marked placement of the final beam, followed by the January 2023 opening. The county reported a $3.2 million facility budget, funded through SPLOST and the county’s general fund.

A different measure of a building’s value
A training facility’s value becomes clearer when it is considered as part of a working department. Its purpose is to provide a place for instruction, repetition and preparation. Looking at a completed structure through that lens keeps the attention on the people and responsibilities behind the project.
Public owners planning a specialized building can use early discussions to establish priorities, identify the right participants and document what the finished space needs to do. Those decisions give the project team a common basis for evaluating the scope.
